Number of chapters does not matter -- what matters is the amount of material covered in the chapters. If material is too cumbersome or too much quantity, it is too much for students to retain for chapter/unit tests. It is easy on teachers and students to think in units -- so make them a manageable amount of information to learn and be assessed on.
I feel that at least 2 chapters per quarter would be adequate depending on the depth of those chapters. If there are too many chapters in the book, some teachers may feel that they need to rush through in order to accomplish x% of the book. For me two chapters would be good.
